The regular meeting of the Bowling Green City Council, held in the Council Chamber, 304 North Church Street, Bowling Green, Ohio was called to order at 8:00 p.m. by Council President Newlove. The meeting began with the Pledge of Allegiance.
On roll call, Council Members Dunn, Frost, Heminger, McOmber, Newlove, and Sorrells responded. Council Member Zanfardino was not present. Also present were Mayor John Quinn, Municipal Administrator John Fawcett, City Attorney Michael Marsh, Parks and Recreation Director Michelle Grigore, Public Works Director Brian Craft, Utilities Director Kevin Maynard, and Planning Director Rick Ketzenbarger.
Council Member McOmber requested that the word “perimeter” be changed to “parameter” on page 3 of the March 3, 2008 minutes. Council President Newlove declared the minutes approved as corrected.
CORRESPONDENCE
Clerk noted that a listing of budget transfers for the month of March 2008 was received from Finance Director Brian Bushong and distributed to Council prior to the meeting for approval. Council Member Sorrells moved, Dunn seconded, to approve the transfers as presented. On unanimous voice vote, Council President Newlove declared motion carried. A copy of the transfers is attached and made a part of these minutes.
Clerk noted that copies of the Budget Summary Report for the month of January & February 2008 were distributed to Council prior to this evening’s meeting.
OFFICIAL REPORTS
Mayor John Quinn had no report.
Municipal Administrator John Fawcett reported that the staff has been reviewing the City’s policies regarding private streets as requested by Council. Fawcett requested a Committee-of-the-Whole meeting on May 5, 2008 at 7:00 p.m. to report back to Council on this issue.
Planning Director Rick Ketzenbarger had no report.
Parks and Recreation Director Michelle Grigore distributed the March report from the Parks and Recreation Department and announced that the Parks & Recreation Foundation will have its kickoff of the fundraising campaign for the “Save the Woods” project on March 29.
City Attorney Michael Marsh had no report.
Utilities Director Kevin Maynard had no report.
Public Works Director Brian Craft reminded Council Members of the Sidewalk Commission meeting to be held on Thursday, March 20, at 7:00 p.m. in the Council Chamber. Craft also noted that unlimited curbside brush pick up will be done during the week of April 14.
Craft announced that an information meeting will be held on March 31 from 3:30-6:30 p.m. at the Woodland Mall regarding the North Main Street improvement project. Craft noted that representatives from ODOT, Poggemeyer, and the City will be available to answer questions.
NEW LEGISLATION
The following new legislation was recommended by the Administration and presented to Council for introduction:
Council Member Newlove, for the Finance Committee, introduced a resolution transferring previously appropriated funds.
Council Member Newlove, for the Finance Committee, introduced an ordinance providing supplemental appropriations for the current expenses and other expenditures of the City of Bowling Green, Ohio, during the fiscal year beginning January 1, 2008 and ending December 31, 2008.
Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced an ordinance establishing interim zoning of I-1 Institutional zoning for the approximately 21.630 acres of land recently annexed to the City from Plain Township as petitioned for by Bowling Green Christian Academy.
Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced an ordinance amending the Zoning District Map of the City of Bowling Green, Ohio, for approximately 6.027 acres of land generally known as 1165 Haskins Road from S-3 Planned Institutional and R-2 Single Family Residential to I-1 Institutional zoning as petitioned for by the Bowling Green Covenant Church.
Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced an ordinance amending and adopting Section 150.03 and Section 150.90(C) of the Codified Ordinances of the City of Bowling Green, Ohio, relating to rear yards and establishing revised definitions for “swimming pool”, “detention pond” or “retention pond”.
Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced an ordinance amending and adopting Section 150.32(D)(3), Section 150.33(D)(3), and Section 150.33.5(C)(1) of the Codified Ordinances of the City of Bowling Green, Ohio, relating to daycare centers in M Districts.

Council Member Sorrells moved, Dunn seconded, to adopt Resolution #3359. On roll call vote, Council Members Sorrells, Dunn, Frost, Heminger, McOmber, and Newlove voted yes. Council President Newlove declared motion carried, and Resolution #3359 adopted.
Clerk read Ordinance #7756 amending and adopting Section 33.27 of the Codified Ordinances of the City of Bowling Green, Ohio, relating to vacations, for third reading.

Clerk read Ordinance #7757 certifying unpaid cost of snow removal to the County Auditor for placement on the tax duplicate, for third reading.
Council Member Newlove moved to amend Ordinance #7757 by substitution to remove one of the parcels from the listing as the property owner paid the invoice for the snow removal. Council Member McOmber seconded the motion. On roll call vote, Council Members Frost, Heminger, McOmber, Newlove, Sorrells, and Dunn voted yes. Council President Newlove declared motion carried, and Ordinance #7757 amended by substitution.

Clerk read Ordinance #7758 authorizing the Utilities Director to advertise for bids and enter into a contract or contacts, and/or to participate in the State of Ohio purchasing programs for the purchase of vehicles and equipment, as well as authorizing the trade-in, transfer or sale of vehicles and equipment utilized by the utility divisions, for third reading.
Council Member McOmber moved, Heminger seconded, to adopt Ordinance #7758. On roll call vote, Council Members McOmber, Newlove, Sorrells, Dunn, Frost, and Heminger voted yes. Council President Newlove declared motion carried, and Ordinance #7758 adopted.
Clerk read Ordinance #7759 amending and adopting Section 51.06 of the Codified Ordinances of the City of Bowling Green, Ohio, relative to back flow prevention, for third reading.
Council Member McOmber moved, Frost seconded, to adopt Ordinance #7759. On roll call vote, Council Members Newlove, Sorrells, Dunn, Frost, Heminger, and McOmber voted yes. Council President Newlove declared motion carried, and Ordinance #7759 adopted.
Clerk read Ordinance #7760 authorizing the Utilities Director to advertise for bids and enter into a contract or contracts for the purchase of agricultural drainage system materials for approximately 100 acres of the 300 acres of city owned property near the intersection of Carter Road and Anderson Road, for third reading.
Council Member McOmber moved, Sorrells seconded, to adopt Ordinance #7760. On roll call vote, Council Members Sorrells, Dunn, Frost, Heminger, McOmber, and Newlove voted yes. Council President Newlove declared motion carried, and Ordinance #7760 adopted.
Clerk read Ordinance #7761 accepting annexation for approximately 21.6130 acres of land in Plain Township, Wood county, Ohio, from Bowling Green Christian Academy, petitioners, for third reading.
Council Member Frost moved, McOmber seconded, to adopt Ordinance #7761. On roll call vote, Council Members Dunn, Frost, Heminger, McOmber, Newlove, and Sorrells voted yes. Council President Newlove declared motion carried, and Ordinance #7761 adopted.
Clerk read Ordinance #7762 amending and adopting Section 150.21 of the Codified Ordinances of the City of Bowling Green, Ohio, with respect to entranceways in the B-3 Central Business District, for third reading.
Council Member Frost moved, Heminger seconded, to table Ordinance #7762 until April 7, 2008. On roll call vote, Council Members Frost, Heminger, McOmber, Newlove, Sorrells, and Dunn voted yes. Council President Newlove declared motion carried, and Ordinance #7762 tabled until April 7, 2008.
Council Member Dunn moved, Sorrells seconded, to excuse Council Member Zanfardino from this evening’s meeting. On unanimous voice vote, Council President Newlove declared motion carried.
Council Member Sorrells moved, Frost seconded, to adjourn. On unanimous voice vote, Council President Newlove adjourned the March 17, 2008 regular meeting of the City Council at 8:21 p.m., subject to call.
