The regular meeting of the Bowling Green City Council, held in the Council Chamber, 304 North Church Street, Bowling Green, Ohio was called to order at 8:00 p.m. by Council President Newlove. The meeting began with the Pledge of Allegiance.
On roll call, Council Members Dunn, Frost, McOmber, Newlove, and Sorrells responded. Council Members Heminger and Zanfardino were not present. Also present were Mayor John Quinn, Municipal Administrator John Fawcett, City Attorney Michael Marsh, Parks and Recreation Director Michelle Grigore, Public Works Director Bill Blair, Utilities Director Kevin Maynard, and Planning Director Rick Ketzenbarger.
Council President Newlove declared the minutes of the meeting held February 20, 2006 approved as distributed.
CORRESPONDENCE
Clerk reported that a new fee schedule from Parks and Recreation was submitted as required by the code and copies were distributed to Council for approval. Council Member Dunn moved, Sorrells seconded, to approve the fees as distributed. Council President Newlove declared motion carried.
OFFICIAL REPORTS
Mayor John Quinn noted that the City celebrated it’s “sesquincentennial” marking the 150th anniversary of the settlement of Bowling Green back in 1983. Quinn noted that the 175th anniversary of the city, known as a “terquascentennial” will be coming in the year 2008. Quinn asked Council Members for names of citizens who might be interested in serving on a committee to explore ways to celebrate the upcoming anniversary.
Municipal Administrator John Fawcett reported that TMACOG will be holding a public meeting on March 6 at the Wood County Library regarding the 2035 Transportation Plan. Mayor Quinn noted that the meeting begins at 7:30 p.m., but plans will be on display for the public to view beginning at 7:00 p.m.
Fawcett also reported that at their last meeting, the Traffic Commission approved a motion for a multi-way stop at the intersection of East Gypsy Lane and Dunbridge Road. Fawcett noted that the signs were installed today.
Planning Director Rick Ketzenbarger had no report.
Parks and Recreation Director Michelle Grigore had no report.
Utilities Director Kevin Maynard had no report.
Public Works Director Bill Blair announced that the Sidewalk Commission will be meeting on Thursday, March 22, at 7:30 p.m. in the Council Chamber to discuss 2007 sidewalk projects. Blair also noted that the South Main construction is scheduled to begin Monday, March 12.
NEW LEGISLATION
The following new legislation was recommended by the Administration and presented to Council for introduction:
Council Member Newlove, for the Finance Committee, introduced an ordinance amending and adopting Section 33.04(D) of the Codified Ordinances of the City of Bowling Green, Ohio, regarding pay scales for seasonal employees.
Council Member Newlove, for the Finance Committee, introduced an ordinance amending and adopting Section 35.39 of the Codified Ordinances of the City of Bowling Green, Ohio, regarding returned checks.
Council Member Sorrells, for the Transportation and Safety Committee, introduced a resolution approving and adopting the Procurement Manual for the B.G. Transit Program as recommended by the Transit Advisory Committee.
Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced an ordinance accepting annexation of approximately 7.69 acres of land in Plain Township, Wood County, Ohio, from Alvar W. & Lynn R. Carlson, petitioners.

Clerk read Ordinance #7648 authorizing the Utilities Director to execute an agreement or agreements for equipment rental and related services for two membrane technology pilot studies at the Water Treatment Plant, for third reading.
Council Member McOmber moved, Dunn seconded, to adopt Ordinance #7648. On roll call vote, Council Members McOmber, Newlove, Sorrells, Dunn, and Frost voted yes. Council President Newlove declared motion carried, and Ordinance #7648 adopted.
Clerk read Ordinance #7649 authorizing the Utilities Director to execute Amendment III to the agreement with Reiss Environmental, Inc., for additional work connected with conducting two membrane technology pilot studies at the Water Treatment Plant, for third reading.
Council Member McOmber moved, Sorrells seconded, to adopt Ordinance #7649. On roll call vote, Council Members Newlove, Sorrells, Dunn, Frost, and McOmber voted yes. Council President Newlove declared motion carried, and Ordinance #7649 adopted.
Clerk read Ordinance #7651 amending and adopting Section 98.06, Section 98.08 and Section 115.02(D), (E), & (F) of the Codified Ordinances of the City of Bowling Green, Ohio, regarding sidewalks and advertising on public property, for third reading.
Council Member Sorrells moved, McOmber seconded, to adopt Ordinance #7651. On roll call vote, Council Members Sorrells, Dunn, Frost, McOmber, and Newlove voted yes. Council President Newlove declared motion carried, and Ordinance #7651 adopted.
Council Member Frost moved, Sorrells seconded, to excuse Council Members Heminger and Zanfardino from this evening’s meeting. On unanimous voice vote, Council President Newlove declared motion carried.
Council Member Sorrells moved, Dunn seconded, to adjourn. On unanimous voice vote, Council President Newlove adjourned the March 5, 2007 regular meeting of the City Council at 8:25 p.m., subject to call.
