The regular meeting of the Bowling Green City Council, held in the Council Chamber, 304 North Church Street, Bowling Green, Ohio was called to order at 8:00 p.m. by Acting Council President Heminger. The meeting began with the Pledge of Allegiance.
On roll call, Council Members Dunn, Frost, Heminger, McOmber, Sorrells, and Zanfardino responded. Also present were Acting Mayor Megan Newlove, City Attorney Michael Marsh, Parks and Recreation Director Michelle Grigore, Public Works Director Brian Craft, Utilities Director Kevin Maynard, and Planning Director Rick Ketzenbarger. Mayor John Quinn and Municipal Administrator John Fawcett were not present.
Acting Council President Heminger declared the minutes of the meeting held May 21, 2007 approved as distributed.

There was no correspondence.
OFFICIAL REPORTS
Acting Mayor Megan Newlove requested confirmation of the appointment of Bruce Meyer to the Zoning Board of Appeals for a four year term. Council Member Sorrells moved, Dunn seconded, to approve the appointment as presented by the Acting Mayor. On unanimous voice vote, Acting Council President Heminger declared motion carried.
Municipal Administrator John Fawcett was not present.
Planning Director Rick Ketzenbarger had no report.
Parks and Recreation Director Michelle Grigore updated Council on development progress at Simpson Garden Park and upcoming summer programs scheduled to begin on June 11.
City Attorney Michael Marsh had no report.
Utilities Director Kevin Maynard had no report.
Public Works Director Brian Craft reported that bids were received for the CDBG portion of the City’s sidewalk program. The successful bidder was RMH Paving for $33,000. Craft noted that this amount is well below engineer’s estimate. Craft also updated Council on current projects.
Council Member Dunn noted that a citizen contacted him regarding the deteriorating condition of railroad crossings on E. Poe Road and Newton Road. Craft responded that he is in the process of obtaining traffic counts at the Poe Road crossing to submit to the railroad and has previously discussed the Newton Road crossing with them. Craft noted that the Newton Road crossing is located outside the city limits, but he will work with the railroad staff to get it on their list to be fixed.
NEW LEGISLATION
The following new legislation was recommended by the Administration and presented to Council for introduction:
Council Member McOmber, for the Finance Committee, introduced a resolution adopting the Estimate of Revenues for the year 2008.
Council Member McOmber, for the Finance Committee, introduced an ordinance authorizing the Municipal Administrator to enter into a contract with PropertyRoom.com, Inc. to sell obsolete items no longer needed for municipal purposes.
Council Member McOmber, for the Public Utilities Committee, introduced an ordinance authorizing the Utilities Director to execute an amendment to the Professional Services Contract between Stantec Consulting Michigan, Inc., and the City of Bowling Green to include detailed design, bidding assistance, construction administration, additional survey, construction observation and testing services for the low service pump and river intake improvements.
Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced an ordinance accepting an easement from Greystone Group-Poe, Ltd., for right-of-way and utility purposes along North Main Street.

Council Member McOmber moved, Zanfardino seconded, to adopt Ordinance #7674. On roll call vote, Council Members Frost, Heminger, McOmber, Sorrells, Zanfardino, and Dunn voted yes. Acting Council President Heminger declared motion carried, and Ordinance #7674 adopted.

Council Member Frost moved, Dunn seconded, to adopt Ordinance #7675. On roll call vote, Council Members Heminger, McOmber, Sorrells, Zanfardino, Dunn, and Frost voted yes. Acting Council President Heminger declared motion carried, and Ordinance #7675 adopted.
Clerk read Ordinance #7676 amending the Zoning District Map of the City of Bowling Green, Ohio, for the property generally known as 531 Conneaut Avenue, from M-1 Light Industrial to R-2 Single Family Residential zoning, for third reading.
Council Member Frost moved, Zanfardino seconded, to table Ordinance #7676 until June 18, 2007. On roll call vote, Council Members McOmber, Sorrells, Zanfardino, Dunn, Frost, and Heminger voted yes. Acting Council President Heminger declared motion carried, and Ordinance #7676 tabled until June 18, 2007.

Acting Council President Heminger declared motion carried, and Ordinance #7677 tabled until June 18, 2007.
Council Member Zanfardino moved, Sorrells seconded, to adjourn. On unanimous voice vote, Acting Council President Heminger adjourned the June 4, 2007 regular meeting of the City Council at 8:20 p.m., subject to call.
