TUESDAY, JANUARY 2, 2007

 

 

The regular meeting of the Bowling Green City Council, held in the Council Chamber, 304 North Church Street, Bowling Green, Ohio was called to order at 8:00 p.m. by Council President Newlove.  The meeting began with the Pledge of Allegiance.

 

On roll call, Council Members Dunn, Frost, Heminger, McOmber, Newlove, Sorrells, and Zanfardino responded.  Also present were Mayor John Quinn, Municipal Administrator John Fawcett, Parks and Recreation Director Michelle Grigore, Public Works Director Bill Blair, and Utilities Director Kevin Maynard. City Attorney Michael Marsh and Planning Director Rick Ketzenbarger were not present.

 

Council President Newlove declared the minutes of the meeting held    December 18, 2006 approved as distributed.

 

 

CORRESPONDENCE

 

            There was no correspondence.

 

 

OFFICIAL REPORTS

 

            Mayor John Quinn requested confirmation of the appointment of Matthew Headley to the Sidewalk Commission for a term expiring May 31, 2007.  Council Member Sorrells moved, McOmber seconded, to approve the appointment as presented by the Mayor.  On unanimous voice vote, Council President Newlove declared motion carried.

 

            Mayor Quinn announced that the annual State of City report will be held in a new format this year.  The format will be a press conference type event and will be held at the Simpson Building on February 7 beginning at 4:00 p.m. for the social time and 4:30 p.m. for the actual press conference.  Mayor Quinn invited interested Council Members to attend.

 

            Mayor Quinn also announced that the Human Relations Commission will be sponsoring the annual Dr. Martin Luther King event on Friday, January 12, at the Wood County Library beginning at 3:00 p.m.  The featured speaker will be Dr. Winifred Stone.

 

            Municipal Administrator John Fawcett had no report.

 

            Planning Director Rick Ketzenbarger was not present.

 

            Parks and Recreation Director Michelle Grigore had no report.

 

            City Attorney Michael Marsh was not present.

 

            Utilities Director Kevin Maynard reported that a informational mailer was sent to utility customers regarding the Nature’s Energy Program, which was formerly known as the Green Power Program.  Maynard noted that customers currently enrolled in the program do not have to re-enroll in the new program and that new customers can enroll via the city’s utility website.

 

            Council Member Sorrells suggested to the Utilities Director that information regarding the City’s natural gas aggregation program be placed on the website so that it can be accessed by the City’s citizens.

 

            Public Works Director Bill Blair reported that heavy item pick up will be done this week on the west side of Main Street.

 

 

NEW LEGISLATION

 

            The following new legislation was recommended by the Administration and presented to Council for introduction:

 

             Clerk read Ordinance #7634 authorizing the Municipal Administrator to seek qualifications and enter into a contract or contracts for updates to the Existing Land Use Section of the City’s Comprehensive Master Plan, for first reading.

 

            Clerk read Ordinance #7635 authorizing the Municipal Administrator to seek qualifications and enter into a contract or contracts for a parking study for the Central Business District of the City of Bowling Green, for first reading.

 

            Clerk read Ordinance #7636 authorizing the Municipal Administrator to seek qualifications and enter into a contract or contracts for the development of traffic and recreation impact fees, for first reading.

 

            Clerk read Ordinance #7632  amending and adopting Section 33.39 of the Codified Ordinances of the City of Bowling Green, Ohio, relating to shift differential pay, for second reading.

 

            Clerk read Ordinance #7633 accepting an easement from the Bowling Green Community Development Foundation, Inc., for utility purposes, for second reading.

 

            Clerk read Ordinance #7628 authorizing the Utilities Director to enter into an agreement and/or contract with GIS Landmark of Howard, Ohio, for GIS data collection services for the electric distribution system, for third reading.

 

            Council Member McOmber moved, Frost seconded, to adopt Ordinance #7628.  On roll call vote, Council Members Frost, Heminger, McOmber, Newlove, Sorrells, Zanfardino, and Dunn voted yes.  Council President Newlove declared motion carried, and Ordinance #7628 adopted.

 

            Clerk read Ordinance #7629 accepting a temporary easement for construction purposes and a permanent easement for right-of-way and utility purposes from Paragon Properties, Inc., for third reading.

 

            Council Member McOmber moved, Heminger seconded, to adopt Ordinance #7629.  On roll call vote, Council Members Heminger, McOmber, Newlove, Sorrells,  Zanfardino, Dunn, and Frost voted yes.  Council President Newlove declared motion carried, and Ordinance #7629 adopted.

 

            Clerk read Ordinance #7630 accepting annexation of approximately 1.045 acres of land in Plain Township, Wood County, Ohio, from Brian & Andrea Wisniewski, petitioners, for third reading.

 

            Council Member Frost moved, Dunn seconded, to adopt Ordinance #7630.  On roll call vote, Council Members McOmber, Newlove, Sorrells,  Zanfardino, Dunn, Frost, and Heminger voted yes.  Council President Newlove declared motion carried, and Ordinance #7630 adopted.

 

            Clerk read Ordinance #7631 establishing interim zoning of R-2 Single Family Residential zoning for the Wisniewski property on Conneaut Avenue recently annexed to the City of Bowling Green, for third reading.

 

            Council Member Frost moved, Sorrells seconded, to table Ordinance #7631 pending a public hearing to be held January 16, 2007.  On roll call vote, Council Members Newlove, Sorrells, Zanfardino, Dunn, Frost, Heminger, and McOmber voted yes.  Council President Newlove declared motion carried, and Ordinance #7631 tabled until January 16, 2007.

 

Council Member Heminger moved, Sorrells seconded, to adjourn.  On unanimous voice vote, Council President Newlove adjourned the January 2, 2007 regular meeting of the City Council at 8:14 p.m., subject to call.
