January 3 2006

MONDAY, JANUARY 3, 2006

 

 

            Prior to the meeting being called to order, Council reorganized.  Council Member Larry Sorrells nominated Council Member John Mura as the new President of Council.  Council Member John Zanfardino seconded the motion.  On unanimous voice vote, Council Member Mura declared motion carried.

 

            Council Member Gordy Heminger nominated Council Member Megan Newlove as the new President Pro-tem of City Council.  Council Member Zanfardino seconded the motion.  On unanimous voice vote, Council President Mura declared motion carried.

 

The regular meeting of the Bowling Green City Council, held in the Council Chamber, 304 North Church Street, Bowling Green, Ohio was called to order at 8:05 p.m. by Council President Mura.  The meeting began with the Pledge of Allegiance.

 

On roll call, Council Members Frost, Heminger, McOmber, Mura, Newlove, Sorrells and Zanfardino responded.  Also present were Mayor John Quinn, Municipal Administrator John Fawcett, Parks and Recreation Director Michelle Grigore, Public Works Director Bill Blair, and Utilities Director Kevin Maynard. City Attorney Michael Marsh and Planning Director Rick Ketzenbarger were not present.

 

Council President Mura declared the minutes of the meeting held December 19, 2005 approved as distributed.

 

 

CORRESPONDENCE

 

            There was no correspondence.

 

 

OFFICIAL REPORTS

 

            Mayor John Quinn invited Council Members to attend the annual Martin Luther King celebration on Friday, January 13, in the Council Chamber.  The speaker will speak at 7:30 a.m. and again at 8:15 a.m.

 

            Mayor Quinn presented a Certificate of Appreciation to Josef Keglewitsch for his long time service on the Zoning Board of Appeals from 1998-2005.

 

            Municipal Administrator John Fawcett invited interested Council Members to tour the former Armory building on Thursday, January 5, 2006, at 9:00 a.m.

 

            Planning Director Rick Ketzenbarger was not present.

 

            Parks and Recreation Director Michelle Grigore had no report.

 

            City Attorney Michael Marsh was not present.

 

            Utilities Director Kevin Maynard had no report.

 

            Public Works Director Bill Blair had no report.

 

 

NEW LEGISLATION

 

            Council Member Newlove, for the Finance Committee, introduced a resolution authorizing the Municipal Administrator and the Utilities Director to participate in the Ohio Department of Transportation Cooperative Purchasing Program for the purpose of purchasing vehicles and other equipment.

            There were no Council committee reports.

READING OF LEGISLATION

 

            Clerk read Resolution #3289 authorizing the Municipal Administrator and the Utilities Director to participate in the Ohio Department of Transportation Cooperative Purchasing Program for the purpose of purchasing vehicles and other equipment, for first reading.

 

            Clerk read Ordinance #7518 authorizing the Utilities Director to execute a mutual aid agreement with interstate and intrastate participating municipalities with municipal electric systems, for second reading.

 

            Clerk read Ordinance #7519 authorizing the Utilities Director to execute a generic mutual aid agreement prepared by the American Public Power Association (APPA), National Rural Electric Cooperative Association (NRECA), and the Federal Emergency Management Agency (FEMA), for second reading.

 

            Clerk read Ordinance #7520 amending and adopting certain revisions to Chapter 50 of the Codified Ordinances of the City of Bowling Green, Ohio, relating to sewer service and the Wastewater Treatment Plant and sewage collection system pre-treatment plan, for second reading.

 

            Clerk read Ordinance #7521 authorizing the Utilities Director to execute a long-term power supply agreement with American Municipal Power-Ohio, Inc., for 6.5 MW of the J. Aron & Company power purchase, for second reading.

 

            Clerk read Ordinance #7512 amending and adopting Section 30.109 of the Codified Ordinances of the City of Bowling Green, Ohio, relating to the Traffic Commission, for third reading.

 

            Council Member Sorrells moved, Newlove seconded, to adopt Ordinance #7512.  On roll call vote, Council Members Heminger, McOmber, Mura, Newlove, Sorrells, Zanfardino, and Frost voted yes.  Council President Mura declared motion carried, and Ordinance #7512 adopted.

 

Council Member Frost moved, Newlove seconded, to adjourn.  On unanimous voice vote, Council President Mura adjourned the January 3, 2006 regular meeting of the City Council at 8:20 p.m., subject to call.
