CITY OF BOWLING GREEN CITY COUNCIL

 

MONDAY, OCTOBER 16, 2006

 

 

The regular meeting of the Bowling Green City Council, held in the Council Chamber, 304 North Church Street, Bowling Green, Ohio was called to order at 8:00 p.m. by Council President Newlove.  The meeting began with the Pledge of Allegiance.

 

On roll call, Council Members Dunn, Frost, Heminger, McOmber, Newlove, Sorrells, and Zanfardino responded.  Also present were Mayor John Quinn, Municipal Administrator John Fawcett, City Attorney Michael Marsh, Parks and Recreation Director Michelle Grigore, Public Works Director Bill Blair, Utilities Director Kevin Maynard, and Planning Director Rick Ketzenbarger.

 

Council President Newlove declared the minutes of the meeting held October 2, 2006 approved as distributed.

 

 

CORRESPONDENCE

 

            Clerk noted that a listing of budget transfers for the month of October was received from Finance Director Rebecca Underwood and distributed to Council prior to the meeting for approval.  Council Member Frost moved, McOmber seconded, to approve the transfers as presented.  On unanimous voice vote, Council President Newlove declared motion carried.  A copy of the transfers is attached and made a part of these minutes.

 

            Clerk noted that copies of the Budget Summary Report for the month of September, 2006 was distributed to Council prior to this evening’s meeting.

 

            Clerk reported that as required recommended fees were submitted to Council on October 2 from the Parks and Recreation Board.  Copies of the new fees were distributed to Council with their legislative package.

 

 

OFFICIAL REPORTS

 

            Mayor John Quinn announced the following upcoming events:

 

·         Trick or Treat in Bowling Green will be held on Tuesday, October 31, from 6:30 p.m. until 8:00 p.m.  Mayor Quinn also noted that the downtown trick or treat will be held on Thursday, October 26, from 4-6 p.m.

·         Annual Christmas tree lighting will be held on Friday, November 10, at 6:00 p.m. in front of the library;

·         Annual Holiday Parade will be held on Saturday, November 18, beginning at 10:00 a.m.

 

Municipal Administrator John Fawcett noted that an ordinance was presented to Council prior to the meeting for a supplemental appropriation to cover the expenses involved for construction at the Innovative Technology Park.  Fawcett requested three readings on the piece of legislation.

 

            Planning Director Rick Ketzenbarger reported to Council that the Planning Commission has recommended that Council perform a study of the downtown parking.

 

            Parks and Recreation Director Michelle Grigore announced that the Parks and Recreation Board will be holding a public meeting regarding the draft of the master plan for City parks at 6:00 p.m. on Wednesday, October 18, at 6:00 p.m. in the Simpson Building.

 

            City Attorney Michael Marsh had no report.

 

            Utilities Director Kevin Maynard had no report.

 

            Public Works Director Bill Blair reported that curbside brush pickup will be finished later this week and they are currently scheduled to begin curbside leaf pickup the week of October 30 beginning in Ward 4.  Blair noted that they plan to make more than one pass through the City for leaf pickup.  Blair also updated Council on current and upcoming Public Works projects.

 

 

NEW LEGISLATION

 

            The following new legislation was recommended by the Administration and presented to Council for introduction:

 

            Council Member Newlove, for the Finance Committee, introduced a resolution transferring previously appropriated funds.

 

            Council Member Newlove, for the Finance Committee, introduced an ordinance amending and adopting Section 33.04 of the Codified Ordinances of the City of Bowling Green, Ohio, regarding pay scales for seasonal employees.

 

            Council Member Newlove, for the Finance Committee, introduced an ordinance providing supplemental appropriations for the current expenses and other expenditures of the City of Bowling Green, Ohio, during the fiscal year beginning January 1, 2006 and ending December 31, 2006.

 

            Council Member Sorrells, for the Transportation and Safety Committee, introduced an ordinance amending and adopting Section 93.05 of the Codified Ordinances of the City of Bowling Green, Ohio, regarding fires inside the city.

 

            Council Member Sorrells, for the Transportation and Safety Committee, introduced an ordinance amending and adopting Section 93.52(B)(1) and Section 93.52(C) of the Codified Ordinances of the City of Bowling Green, Ohio, regarding open burning in restricted areas.

 

Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced a resolution approving revisions to the Downtown Section of the Comprehensive Master Plan of the City of Bowling Green, Ohio.

 

            Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced an ordinance accepting an easement from Debmar, Inc., for right-of-way purposes along East Gypsy Lane Road.

 

            Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced an ordinance amending and adopting Section 150.66(A) of the Codified Ordinances of the City of Bowling Green, Ohio, concerning monument signs.

READING OF LEGISLATION

 

            Clerk read Resolution #3316 transferring previously appropriated funds, for first reading.

 

            Council Member Newlove moved, Heminger seconded, to suspend the rules and give Resolution #3316 its second and third reading.  On roll call vote, Council Members Frost, Heminger, McOmber, Newlove, Sorrells, Zanfardino, and Dunn voted yes.  Council President Newlove declared motion carried, and rules suspended.

 

            Clerk read Resolution #3316 for second and third reading by number and title only.

  

            Council Member Newlove moved, Zanfardino seconded, to adopt Resolution #3316.  On roll call vote, Council Members Heminger, McOmber, Newlove, Sorrells,  Zanfardino, Dunn, and Frost voted yes.  Council President Newlove declared motion carried, and Resolution #3316 adopted.

 

            Clerk read Resolution #3317 approving revisions to the Downtown Section of the Comprehensive Master Plan of the City of Bowling Green, Ohio, for first reading.

 

            Council Member Frost scheduled a public hearing regarding Resolution #3317 for Monday, November 6, 2006, at 7:30 p.m. in the Council Chamber.

 

            Clerk read Ordinance #7612 amending and adopting Section 33.04 of the Codified Ordinances of the City of Bowling Green, Ohio, regarding pay scales for seasonal employees, for first reading.

            Council Member Newlove moved, Frost seconded, to suspend the rules and give Ordinance #7617 its second and third reading.  On roll call vote, Council Members McOmber, Newlove, Sorrells,  Zanfardino, Dunn, Frost, and Heminger voted yes.  Council President Newlove declared motion carried, and rules suspended.

 

            Clerk read Ordinance #7617 for second and third reading by number and title only.

 

            Council Member Newlove moved, Zanfardino seconded, to adopt Ordinance #7617.  On roll call vote, Council Members Newlove, Sorrells, Zanfardino, Dunn, Frost, Heminger, and McOmber voted yes.  Council President Newlove declared motion carried, and Ordinance #7617 adopted.

 

            Clerk read Resolution #3315 authorizing the City Attorney to petition the Wood County Board of Commissioners to annex portions of Campbell Hill Road owned by the City of Bowling Green, Ohio, for second reading.

 

            Clerk read Ordinance #7609 authorizing the Utilities Director to seek qualifications and enter into a contract or contracts for engineering and architectural services for the electric-water-sewer operations complex, for second reading.

 

            Clerk read Ordinance #7610 authorizing the Utilities Director to execute Amendment II to the agreement for consulting services between the City of Bowling Green and Reiss Environmental, Inc., and declaring an emergency, for second reading.

 

            Clerk read Ordinance #7606 authorizing the Mayor of the City of Bowling Green, Ohio, to enter into a Housing Revolving Loan Fund Administration Agreement, for third reading.

 

            Council Member Sorrells moved, McOmber seconded, to adopt Ordinance #7606.  On roll call vote, Council Members Sorrells, Zanfardino, Dunn, Frost, Heminger, McOmber, and Newlove voted yes.  Council President Newlove declared motion carried, and Ordinance #7606 adopted.

 

            Clerk read Ordinance #7607 amending and adopting Section 33.37(H) of the Codified Ordinances of the City of Bowling Green, Ohio, relating to compensatory time for hourly employees, for third reading.

 

            Council Member Sorrells moved, Zanfardino seconded, to adopt Ordinance #7607.  On roll call vote, Council Members Zanfardino, Dunn, Frost, Heminger, McOmber, Newlove, Sorrells, and Tomashefski voted yes.  Council President Newlove declared motion carried, and Ordinance #7607 adopted.

 

Council Member Frost moved, Sorrells seconded, to adjourn.  On unanimous voice vote, Council President Newlove adjourned the October 16, 2006 regular meeting of the City Council at 8:30 p.m., subject to call.
