CITY OF BOWLING GREEN CITY COUNCIL

 

MONDAY, MAY 1, 2006

 

 

The regular meeting of the Bowling Green City Council, held in the Council Chamber, 304 North Church Street, Bowling Green, Ohio was called to order at 8:00 p.m. by Acting Council President Tomashefski.  The meeting began with the Pledge of Allegiance.

 

On roll call, Council Members Heminger, McOmber, Sorrells, and Tomashefski responded.  Also present were Acting Mayor Megan Newlove, Municipal Administrator John Fawcett, City Attorney Michael Marsh, Parks and Recreation Director Michelle Grigore, Public Works Director Bill Blair, Utilities Director Kevin Maynard, and Senior Planner Ken Taylor.

 

Acting Council President Tomashefski declared the minutes of the meeting held April 17, 2006 approved as distributed.

 

 

CORRESPONDENCE

 

            There was no correspondence.

 

 

OFFICIAL REPORTS

 

            Acting Mayor Megan Newlove requested confirmation of the reappointment of Al Newlove to the Civil Service Commission for a six year term, the appointment of Lucas Balistreri to the Bicycle Safety Commission for a one year term, and the reappointment of Gary Hess to the Zoning Board of Appeals.  Council Members moved, Heminger seconded, to approve the appointments as presented by Acting Mayor Newlove.  On unanimous voice vote, Acting Council President Tomashefski declared motion carried.

 

            Municipal Administrator John Fawcett reported to Council that the City was one of five Ohio cities that received the “Above & Beyond” award from the Employer Support for Guard and Reserves for its support of those serving in the United States Guard & Reserve.

 

            Fawcett also reported that the police agility test was administered on April 22 to 42 applicants.  Of those 42 who participated, 32 passed the test.  Fawcett noted that the written exam will be given to the 32 on May 20.  The Police Chief exam will be administered on May 11.

 

            Senior Planner Ken Taylor had no report.

 

            Parks and Recreation Director Michelle Grigore had no report.

 

            City Attorney Michael Marsh had no report.

 

            Utilities Director Kevin Maynard reminded Council Members of the facility tour that is scheduled for May 11 beginning at 1:00 p.m. and asked them to meet at the Waste Water Treatment Plant..

 

            Public Works Director Bill Blair updated Council on current and upcoming Public Works projects and noted that unlimited heavy item pickup will be done during the week of May 8.

 

 

NEW LEGISLATION

 

            The following new legislation was recommended by the Administration and presented to Council for introduction:

 

            Council Member Heminger, for the Parks and Recreation Committee, introduced an ordinance authorizing the Municipal Administrator to advertise for bids and enter into a contract or contracts for the renovation of the public restroom facilities at Carter Park.

      

 Council Member Tomashefski, for the Committee-of-the-Whole, introduced an ordinance enacting and adopting the 2006 S-9 supplement to the Code of Ordinances of the City of Bowling Green, Ohio, and declaring an emergency.

 

            Council Members, for the Community Improvement Committee, introduced an ordinance amending and adopting Chapter 153 of the Codified Ordinances of the City of Bowling Green, Ohio, regarding fair housing.

 

 

COUNCIL COMMITTEE REPORTS

 

            Council Member Sorrells distributed to Council the new Convention & Visitors Bureau visitor’s guide and invited Council Members to attend the “Toast to Tourism” event sponsored by the CVB on May 10 at Stone Ridge Golf Club beginning at 4:30 p.m.

 

 

LOBBY VISITATIONS

 

            Jack Schell, 827 Lafayette, addressed questions to Council and the Administration regarding plans for enclosing the Poe Road ditch.

 

 

READING OF LEGISLATION

 

            Clerk read Ordinance #7556 enacting and adopting the 2006 S-9 supplement to the Code of Ordinances of the City of Bowling Green, Ohio, and declaring an emergency, for first reading.

 

            Clerk read Ordinance #7557 amending and adopting Chapter 153 of the Codified Ordinances of the City of Bowling Green, Ohio, regarding fair housing, for first reading.

 

            Clerk read Ordinance #7558 authorizing the Municipal Administrator to advertise for bids and enter into a contract or contracts for the renovation of the public restroom facilities at Carter Park, for first reading.

 

            Clerk read Ordinance #7553 accepting an easement for right-of-way purposes along Sandridge Road from Thomas and Kelly Clark, for second reading.

 

            Clerk read Ordinance #7554 amending the Zoning District Map of the City of Bowling Green, Ohio, for property on Dunbridge Road generally known as Woodbridge Business Park from M-2 General Industrial to M-3 Business Park zoning, for second reading.

 

            Clerk read Ordinance #7548 amending and adopting Section 99.21(A) of the Codified Ordinances of the City of Bowling Green, Ohio, regarding noxious weeds, for third reading.

 

            Council Members moved, McOmber seconded, to adopt Ordinance #7548.  On roll call vote, Council Members Heminger, McOmber, Sorrells, and Tomashefski voted yes.  Acting Council President Tomashefski declared motion carried, and Ordinance #7548 adopted.

 

            Clerk read Ordinance #7549 accepting an easement for roadway and utility purposes from KDZ Corporation, for third reading.

 

            Council Members moved, Heminger seconded, to adopt Ordinance #7549.  On roll call vote, Council Members McOmber, Sorrells, Tomashefski, and Heminger voted yes.  Acting Council President Tomashefski declared motion carried, and Ordinance #7549 adopted.

 

            Clerk read Ordinance #7550 authorizing the Utilities Director to execute an agreement with the Board of Wood County Commissioners and/or the Wood County Engineer for material expenses related to the enclosure of the Belleville Ditch from Conneaut Avenue to Bourgogne Avenue, for third reading.

 

            Council Member McOmber moved, Heminger seconded, to adopt Ordinance #7550.  On roll call vote, Council Members Sorrells, Tomashefski, Heminger, and McOmber voted yes.  Acting Council President Tomashefski declared motion carried, and Ordinance #7550 adopted.

 

            Clerk read Ordinance #7552  accepting annexation of approximately 1.45 acres of land in Plain Township, Wood County, Ohio, from Richard H. & Wilma E. Converse, petitioners, for third reading.

 

            Council Member Heminger moved, Sorrells seconded, to table Ordinance #7552 until May 15, 2006.  On roll call vote, Council Members Tomashefski, Heminger, McOmber, and Sorrells voted yes.  Acting Council President Tomashefski declared motion carried, and Ordinance #7552 tabled until May 15, 2006.

 

            Council Member McOmber moved, Heminger seconded, to excuse Council Members Frost and Zanfardino from this evening’s meeting.  On unanimous voice vote, Acting Council President Tomashefski declared motion carried.

 

Council Member McOmber moved, Sorrells seconded, to adjourn.  On unanimous voice vote, Acting Council President Tomashefski adjourned the May 1, 2006 regular meeting of the City Council at 8:16 p.m., subject to call.
