CITY OF BOWLING GREEN CITY COUNCIL
MONDAY, MAY 15, 2006
The regular meeting of the Bowling Green City Council, held in the Council Chamber, 304 North Church Street, Bowling Green, Ohio was called to order at 8:00 p.m. by Council President Newlove. The meeting began with the Pledge of Allegiance.
On roll call, Council Members Frost, McOmber, Newlove, Tomashefski, and Zanfardino responded. Council Members Heminger and Sorrells were not present. Also present were Mayor John Quinn, Municipal Administrator John Fawcett, City Attorney Michael Marsh, Parks Utilities Director Kevin Maynard, and Planning Director Rick Ketzenbarger. Recreation Director Michelle Grigore and Public Works Director Bill Blair were not present.
Council President Newlove declared the minutes of the meeting held May 1, 2006 approved as distributed.
CORRESPONDENCE
Clerk noted that a listing of budget transfers for the month of May was received from Finance Director Rebecca Underwood and distributed to Council prior to the meeting for approval. Council Member Tomashefski moved, McOmber seconded, to approve the transfers as presented. On unanimous voice vote, Council President Newlove declared motion carried. A copy of the transfers is attached and made a part of these minutes.
Clerk noted that copies of the Budget Summary Report for the month of April, 2006 was distributed to Council prior to this evening’s meeting.
Clerk reported that the following two liquor permit applications were received:
· Chipotle Mexican Grill of Colorado, LLC, dba Chipotle, located at 1558 E. Wooster Street – Class D3;
· Murphy Oil USA, Inc., dba Murphy USA 6666, located at 1118 S. Main Street – Class C1.
A check of the records was requested from the Police Division and no detrimental information was noted.
OFFICIAL REPORTS
Mayor John Quinn reported to Council that he recently appointed Chris Simington to the Transportation Advisory Council for a term expiring May 31, 2008. Mayor Quinn also invited Council Members to the annual Flag Day observance “Pause for the Pledge” on June 14 at 10:00 a.m. in front of the Senior Center.
Municipal Administrator John Fawcett had no report.
Planning Director Rick Ketzenbarger had no report.
Parks and Recreation Director Michelle Grigore was not present.
City Attorney Michael Marsh had no report.
Utilities Director Kevin Maynard had no report.
Public Works Director Bill Blair was not present.
NEW LEGISLATION
The following new legislation was recommended by the Administration and presented to Council for introduction:
Council Member Tomashefski, for the Finance Committee, introduced an Ordinance authorizing the sale of a miscellaneous vehicle as no longer necessary for municipal purposes.
Council Member Tomashefski, for the Finance Committee, introduced an ordinance authorizing the Municipal Administrator and the Utilities Director to advertise for bids and enter into a contract or contracts for the supplying and cleaning of uniforms for the Department of Public Works and the Department of Utilities.
Council Member Tomashefski, for the Finance Committee, introduced an ordinance amending and adopting Section 33.31 of the Codified Ordinances of the City of Bowling Green, Ohio, relating to uniforms for City employees.
Council Member Tomashefski, for the Finance Committee, introduced an ordinance amending and adopting Section 33.22(1), Section 33.22(A)(8), and Section 33.22(B)(8) of the Codified Ordinances of the City of Bowling Green, Ohio, relating to sick leave.
Council Member Frost, for Planning, Zoning and Economic Development Committee, introduced an ordinance establishing interim zoning of A-1 Agricultural for the Converse property located at 17279 North Dixie Highway and recently annexed to the City of Bowling Green.
Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced an ordinance amending the Zoning District Map for the property generally known as 850 West Poe Road from R-3 Multiple Family Residential to B-4 Office District zoning.
Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced an ordinance approving the S-District Site Plan for additional parking and signage at the Enclave II Apartments located at 908 Klotz Road.
Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced an ordinance approving the S-District Site Plan, with waivers, for the addition to the Heritage Inn located at 1069 Klotz Road.
Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced an ordinance authorizing the Municipal Administrator to consent to a transfer of the assets of Dienamic Solutions Manufacturing, LLC, to the newly formed corporation titled “Vehtek Systems, Inc.”

Council Member Frost moved, Zanfardino seconded, to adopt Ordinance #7553. On roll call vote, Council Members McOmber, Newlove, Tomashefski, Zanfardino, and Frost, voted yes. Council President Newlove declared motion carried, and Ordinance #7553 adopted.
Clerk read Ordinance #7554 amending the Zoning District Map of the City of Bowling Green, Ohio, for property on Dunbridge Road generally known as Woodbridge Business Park from M-2 General Industrial to M-3 Business Park zoning, for third reading.
Council Member Frost moved, Tomashefski seconded, to table Ordinance #7554 until June 5, 2006. On roll call vote, Council Members Newlove, Tomashefski, Zanfardino, Frost, and McOmber voted yes. Council President Newlove declared motion carried, and Ordinance #7554 tabled until June 5, 2006.
Clerk read Ordinance #7559 providing supplemental appropriations for the current expenses and other expenditures of the City of Bowling Green, Ohio, during the fiscal year beginning January 1, 2006 and ending December 31, 2006, for third reading.
Council Member Tomashefski moved, Frost seconded, to adopt Ordinance #7559. On roll call vote, Council Members Tomashefski, Zanfardino, Frost, McOmber, and Newlove voted yes. Council President Newlove declared motion carried, and Ordinance #7559 adopted.
Council Member Frost moved, Tomashefski seconded, to adopt Ordinance #7552 accepting annexation of approximately 1.45 acres of land in Plain Township, Wood County, Ohio, from Richard H. & Wilma E. Converse, petitioners. On roll call vote, Council Members Zanfardino, Frost, McOmber, Newlove, and Tomashefski voted yes. Council President Newlove declared motion carried, and Ordinance #7552 adopted.
Council Member McOmber moved, Frost seconded, to excuse Council Members Heminger and Sorrells from this evening’s meeting. On unanimous voice vote, Council President Newlove declared motion carried.
Council Member Zanfardino moved, Tomashefski seconded, to adjourn. On unanimous voice vote, Council President Newlove adjourned the May 15, 2006 regular meeting of the City Council at 8:20 p.m., subject to call.
