CITY OF BOWLING GREEN CITY COUNCIL

 

MONDAY, DECEMBER 4, 2006

 

 

The regular meeting of the Bowling Green City Council, held in the Council Chamber, 304 North Church Street, Bowling Green, Ohio was called to order at 8:00 p.m. by Council President Newlove.  The meeting began with the Pledge of Allegiance.

 

On roll call, Council Members Dunn, Frost, Heminger, McOmber, Newlove, Sorrells, and Zanfardino responded.  Also present were Mayor John Quinn, Municipal Administrator John Fawcett, City Attorney Michael Marsh, Utilities Director Kevin Maynard, and Planning Director Rick Ketzenbarger.  Parks and Recreation Director Michelle Grigore and Public Works Director Bill Blair were not present.

 

Council President Newlove declared the minutes of the meeting held November 20, 2006 approved as distributed.

 

 

CORRESPONDENCE

 

            There was no correspondence.

 

 

OFFICIAL REPORTS

 

            Mayor John Quinn announced that the annual Martin Luther King celebration will be held on Friday, January 12, at 3:00 p.m. in the Library Atrium this year.  The speaker will be Winifred Stone.

 

            Mayor Quinn reported that talks have begun regarding the possibility of bringing Greyhound bus service back to Bowling Green. 

 

            Municipal Administrator John Fawcett reported that curbside leaf pickup is continuing this week and noted that bid openings will be held on Wednesday, Dec. 6, at 2:00 p.m. for the South Main Street project and on Thursday, Dec. 7, at 2:00 p.m. for the 2006 sidewalk projects.

 

            Planning Director Rick Ketzenbarger had no report.

 

            Parks and Recreation Director Michelle Grigore was not present.

 

            City Attorney Michael Marsh had no report.

 

            Utilities Director Kevin Maynard had no report.

 

            Public Works Director Bill Blair was not present.

 

 

NEW LEGISLATION

 

            The following new legislation was recommended by the Administration and presented to Council for introduction:

 

            Council Member Newlove, for the Finance Committee, introduced an ordinance authorizing the Municipal Administrator and the Utilities Director to enter into a contract with the Local Government Services Division of the State Auditor’s office, and declaring an emergency.

 

            Council Member Newlove, for the Finance Committee, introduced an ordinance to provide appropriations for the expenses and other expenditures of the City of Bowling Green, Ohio, for the fiscal year beginning January 1, 2007 and ending December 31, 2007.

 

            Council Member Newlove, for the Finance Committee, introduced a resolution designating financial institutions as public depositories.

  

            Council Member Newlove, for the Finance Committee, introduced a resolution transferring previously appropriated funds.

 

            Council Member McOmber, for the Public Utilities Committee, introduced an ordinance authorizing the Utilities Director to execute a Professional Service Agreement with Stantec Consulting Michigan, Inc., to prepare a design basis report for low service pump and river intake improvements, and declaring an emergency.

 

            Council Member McOmber, for the Public Utilities Committee, introduced an ordinance authorizing the Utilities Director to enter into an agreement and/or contract with GIS Landmark of Howard, Ohio, for GIS data collection services for the electric distribution system.

 

            Council Member Frost, for the Planning, Zoning and Economic Development Committee, introduced a resolution amending the Land Usage Section of the Downtown Section of the Comprehensive Master Plan of the City of Bowling Green, Ohio.

 

            Council Member Frost, for the Planning, Zoning and Economic Development Committee,  introduced an ordinance accepting a temporary easement for construction purposes and a permanent easement for right-of-way and utility purposes from Paragon Properties, Inc.

 

            Council Member Frost, for the Planning, Zoning and Economic Development Committee,  introduced an ordinance accepting annexation of approximately 1.045 acres of land in Plain Township, Wood County, Ohio, from Brian & Andrea Wisniewski, petitioners.

 

            Council Member Frost, for the Planning, Zoning and Economic Development Committee,  introduced an ordinance establishing interim zoning of R-2 Single Family Residential zoning for the Wisniewski property on Conneaut Avenue recently annexed to the City of Bowling Green.

READING OF LEGISLATION

 

            Clerk read Resolution #3325 transferring previously appropriated funds, for first reading.

 

            Council Member Newlove moved, Dunn seconded, to suspend the rules and give Resolution #3325 its second and third reading.  On roll call vote, Council Members Frost, Heminger, McOmber, Newlove, Sorrells, Zanfardino, and Dunn voted yes.  Council President Newlove declared motion carried, and rules suspended.

            Council Member Newlove moved, McOmber seconded, to adopt Resolution #3325.  On roll call vote, Council Members Heminger, McOmber, Newlove, Sorrells,  Zanfardino, Dunn, and Frost voted yes.  Council President Newlove declared motion carried, and Resolution #3325 adopted.

            Council Member Frost moved, Zanfardino seconded, to adopt Resolution #3327.  On roll call vote, Council Members Newlove, Sorrells, Zanfardino, Dunn, Frost, Heminger, and McOmber voted yes.  Council President Newlove declared motion carried, and Resolution #3327 adopted.

            Clerk read Resolution #3319 authorizing the Finance Director to change the classification of the “Parking Meter Fund” and “Off-Street Parking Fund” by establishing a special revenue fund entitled “Parking Fund” for the City of Bowling Green, Wood County, Ohio, for second reading.

  

            Clerk read Resolution #3320 authorizing the Finance Director to establish a special revenue fund entitled “Payroll Stabilization Fund” for the City of Bowling Green, Wood County, Ohio, for second reading.

 

            Clerk read Resolution #3321 authorizing the Finance Director to establish a capital project fund entitled “Equipment Capitalization Fund” for the City of Bowling Green, Wood County, Ohio, for second reading.

 

            Clerk read Resolution #3322 authorizing the Finance Director to establish a capital project fund entitled “Facility Capitalization Fund” for the City of Bowling Green, Wood County, Ohio, for second reading.

            Clerk read Resolution #3324 adopting and authorizing a Community Housing Improvement Program (CHIP) Policy & Procedure Manual for the period 2006 to 2009, as approved by the Ohio Department of Development, Office of Housing & Community Partnerships (OHCP), for second reading.

 

            Clerk read Ordinance #7621 authorizing the Municipal Administrator to enter into a contract with the Bowling Green Convention & Visitors Bureau for the promotion and publicizing of the City of Bowling Green, Ohio, to bring the patronage and business of cultural, educational, religious, professional and sports organizations into the City for the benefit of the citizens of the City and the business community thereof, for a period of two (2) years, and authorizing the payment of 55% of the revenue generated by the hotel-motel tax for said purpose, and declaring an emergency, for second reading.

 

            Clerk read Ordinance #7622 authorizing the Utilities Director to accept an easement agreement for utility purposes from Debmar, Inc., for second reading.

 

            Clerk read Ordinance #7623 authorizing the Municipal Administrator to enter into a contract with the Wood County Health Department for housing code enforcement, and declaring an emergency, for second reading.

 

            Clerk read Ordinance #7624 amending and adopting Section 152.01(D) of the Codified Ordinances of the City of Bowling Green, Ohio, regarding adoption of building codes, for second reading.

 

            Clerk read Ordinance #7619 partially vacating an east-west alley running west of Meeker Street and parallel with and between Wallace Avenue and West Wooster Street, for third reading.

 

            Council Member Frost moved, McOmber seconded, to table Ordinance #7619 pending a public hearing to be held on December 18, 2006.  On roll call vote, Council Members Frost, Heminger, McOmber, Newlove, Sorrells, Zanfardino, and Dunn voted yes.  Council President Newlove declared motion carried, and Ordinance #7619 tabled.

 

Council Member Frost moved, Heminger seconded, to adjourn.  On unanimous voice vote, Council President Newlove adjourned the December 4, 2006 regular meeting of the City Council at 8:20 p.m., subject to call.
