Planning Commission Minutes – January 6, 2010

The Planning Commission met on the above date at 7:30 p.m. in the Administrative Services Building, 304 North Church Street, Bowling Green, Ohio.

 

Members Present:  Burton, Roudebush, Michel, Gaskins, Ash, Ferrell, Adler, and Robinette.

 

Members Absent:  Arnold.

 

MINUTES

The minutes of the December 2, 2009 meeting were approved with the amendment on 

Page 2, 7th paragraph:  “Robinette stated that as he understands the rules, fully compliant plans have to legally be approved regardless.  He said that even with this revision, the ordinance would still require City Council to review Plans that were requesting any sort of waivers or subdividing of parcels.”

 

LOBBY VISITATION: 

Mike Aspacher, 25 Parkwood Avenue, introduced himself as the new Third Ward Council Representative.  He thanked the Planning Commission for their efforts and contributions and said he looks forward to working with them.  He said that he is available to them at anytime and told them to contact him if needed.

 

Arlyn Snyder said he owns the property at 520 Hankey Avenue which is adjacent to the property that is on the agenda to be rezoned.  He asked if the City of Bowling Green owns the property.

 

Heather Sayler, Acting Planning Director, said the Bowling Green City Schools owns the property.

 

Galen Ash commented that this item will more than likely be set for public hearing for February.

 

PUBLIC HEARINGS

Annexation of 3.11 acres on the south side of Conneaut, east of Mitchell from Plain Twp.  James & Patricia Smith, petitioners. 

 

Sayler said this property is requesting to use all City utilities so they are required to be annexed into the City. 

 

Ash opened the public hearing and hearing no questions or comments, he closed the public hearing.         

 

Roudebush moved, Gaskins seconded, to recommend this annexation to City Council.  Motion carried unanimously.

Rezoning request for Wintergarden/St. John’s Nature Preserve, 615      South Wintergarden Road from S-3, Planned Institutional and R-1, Single-Family Residential to I-1, Institutional.

Sayler said Michelle Grigore, City of Bowling Green’s Park and Recreation Director, is prepared to give a presentation.

 

Grigore then gave an overview of the history of the parks in Bowling Green.  She stated that recently a donated wood platform that was placed in the Wintergarden/St. John’s Nature Preserve prompted this rezoning request.  She said in order to construct the platform a variance was necessary because of the district in which the property is located.  She said S-Districts require a long and drawn out approval process that seems unnecessary since it is already the policy of the Park and Recreation Department that all construction and improvements are brought to the attention of the citizens of Bowling Green.

 

Grigore said it is her intention to request a rezoning for all the parks in the City so they will all be consistent.  She said she would actually like to see a parkland zoning classification created, which would be very specific in what is permitted and prohibited in that district.

 

Robinette encouraged Grigore to continue pursuing a designated park district.

 

Ash opened the public hearing and hearing no comments or questions, he closed the public hearing.

 

Burton moved, Roudebush seconded, to recommend this rezoning request to City Council.  Motion carried unanimously.

 

INTERIM ZONING

For 3.11 acres on the south side of Conneaut Avenue, east of Mitchell Road.  James and Patricia Smith, petitioners.

Sayler said the property is currently zoning Agricultural under the Plain Township zoning, which she must recommend.  She said the Planning Commission can also give interim zoning that resembles the current use of the property, which is R-2, Single Family Residential or the designated use in the Master Plan, which is also R-2, Single-Family Residential. 

 

Ash suggested interim zoning of R-2.

 

Robinette agreed saying it is good to stay consistent with the current use and what is specified for that property in the Master Plan. 

 

Robinette moved, Roudebush seconded, that this property be given Interim Zoning of R-2, Single-Family residential.  Motion carried unanimously.

 

ANNEXATION

Of 1.54 acres at 10444 Bowling Green Road East from Center Township.  Ohio Congregation of Jehovah’s Witnesses Inc., petitioner.                

 

The Planning Commission set this item for Public Hearing at its February 3, 2010 meeting.

 

Of 1.413 acres at 10500 Bowling Green Road East from Center Township.  Wood Lane Residential Properties, Inc., petitioner.

 

The Planning Commission set this item for Public Hearing at its February 3, 2010 meeting.

 

Of 20 acres on Bowling Green Road East from Center Township.  Robert and Patricia Maurer, petitioners.

 

The Planning Commission set this item for Public Hearing at its February 3, 2010 meeting.

 

REZONING

For .6465 acres on Gorrell from S-3, Planned Institutional to M-1, Light Industrial.  Bowling Green Board of Education, petitioner.

 

The Planning Commission set this item for Public Hearing at its February 3, 2010 meeting.

 

WITHDRAWAL

Of recent Ordinance Revision recommendation concerning the S-District Site Plan Process.

Sayler said that she and Matt Reger, City Prosecutor, are requesting this item be withdrawn since the ordinance revision needs more study before being submitted for action.

 

Gaskins moved, Roudebush seconded, that the recent ordinance revision be withdrawn.  Motion carried unanimously.

 

REPORT

Representative to the Zoning Board of Appeals.

Adler said that there was one request on the agenda.  He said it concerned a fence height and it was approved. 

 

ADJOURNMENT
