Planning Commission Minutes – February 3, 2010

The Planning Commission met on the above date at 7:30 p.m. in the Administrative Services Building, 304 North Church Street, Bowling Green, Ohio.

 

Members Present:  Burton, Roudebush, Arnold, Gaskins, Ash, Ferrell, & Robinette.                              

Members Absent:  Michel and Adler.

MINUTES

The minutes of the January 6, 2010 meeting were approved as submitted. 

 

LOBBY VISITATION:  None.

 

PUBLIC HEARINGS

Annexation of 5 acres at 10444 Bowling Green Road East from Center Township.  Ohio Congregation of Jehovah’s Witnesses Inc., petitioner.        

Heather Sayler, Acting Planning Director, said this request was prompted due to the property being provided City utilities.   

 

Ash opened the public hearing and hearing no questions or comments, he closed the public hearing.    

 

Burton moved, Roudebush seconded, that this annexation be recommended to City Council.  Motion carried unanimously.

 

Annexation of 1.413 acres at 10500 Bowling Green Road East from Center Township.  Wood Lane Residential Properties, Inc., petitioner.

Sayler said this request was prompted due to the property being provided City Utilities. 

 

Ash opened the public hearing and hearing no questions or comments, he closed the public hearing.    

 

Roudebush moved, Gaskins seconded, that this annexation be recommended to City Council.  Motion carried unanimously.

 

Annexation of 20 acres on Bowling Green Road East from Center Township.  Robert and Patricia Maurer, petitioners.

Sayler said this request was prompted due to the property being provided City utilities. 

 

Ash opened the public hearing and hearing no questions or comments, he closed the public hearing.    

 

Gaskins moved, Roudebush seconded that this annexation be recommended to City Council.  Motion carried unanimously.

 

 

Planning Commission Minutes – February 3, 2010

 

Rezoning for .6465 acres on Gorrell from S-3, Planned Institutional to M-1, Light Industrial.  Bowling Green Board of Education, petitioner.

 

Sayler said the four parcels that make up the .6465 acres at 195 Gorrell Avenue has been owned by the Bowling Green Public Schools since 1957 and has been used exclusively for busing.

 

She said the City is not recommending this property be rezoned to M-1 as being requested.  She said the primary reasons are:  Gorrell Avenue is too narrow for large or heavy traffic, the utilities are not adequate for industrial use, the Future Land Use Section of the City’s Master Plan designates this property as institutional, and the compatibility of surrounding uses is questionable.

 

Sayler indicated the City would be open to the zoning designation of B-1, Neighborhood Commercial or B-4, Office District if the owner of the property is interested in pursuing one of those since they would be more compatible with the neighboring properties.

 

Ash opened the public hearing.

 

Hugh Caumartin, Superintendent of Bowling Green City Schools, said he does agree the street is too narrow, but it did accommodate 26 busses a day.  He said the reason they are pursuing the Industrial zoning district is to give the potential of maximum use of the property in order to benefit the tax payers, since the property will be going up for public auction.

 

He said the property has a facility with 12 bays and an office, along with a fuel tank.  He said it would be ideal for a use such as automotive repair, which would require a zoning designation of M-1.

 

Ash closed the public hearing.

 

Robinette said he believes the key points that indicate the property should not be rezoned are the road size, the sewer capacity, and the fact that the Master Plan designates the property as Institutional.  He said he does not believe the Master Plan should be deviated from in this case.

 

Burton moved, Roudebush seconded, that the rezoning request be recommended to City Council.  Motion failed to carry 0-7.

 

 

 

 

 

Planning Commission Minutes – February 3, 2010 

INTERIM ZONING

For 5 acres at 10444 Bowling Green Road East from Center Township.  Ohio Congregation of Jehovah’s Witnesses Inc., petitioner.   

 

Robinette moved, Gaskins seconded that this property be given interim zoning of M-1, Light Industrial.  Motion carried unanimously.

For 1.413 acres at 10500 Bowling Green Road East from Center Township.  Wood Lane Residential Properties, Inc., petitioner.

 

Robinette moved, Gaskins seconded that this property be given interim zoning of M-1, Light Industrial.  Motion carried unanimously.

 

For 20 acres on Bowling Green Road East from Center Township.  Robert and Patricia Maurer, petitioners.

 

Robinette moved, Roudebush seconded that this property be given interim zoning of M-1, Light Industrial.  Motion carried unanimously.

 

REPORT

Representative to the Zoning Board of Appeals.

 

Sayler said there were two requests before the Board and both were approved.
