Planning Commission Minutes – April 7, 2010
The Planning Commission met on the above date at 7:30 p.m. in the Administrative Services Building, 304 North Church Street, Bowling Green, Ohio.
Members Present: Roudebush, Michel, Gaskins, Ash, and Robinette.
Members Absent: Arnold, Burton, and Ferrell.
MINUTES
The minutes of the March 3, 2010 meeting were approved as submitted.
LOBBY VISITATION: None.
PUBLIC HEARING
Indian Trace Subdivision from R-1, Single-Family Residential to R-2, Single-Family Residential (except Inlot 7495).
Heather Sayler, Acting Planning Director, said that the resident on Inlot 7495 is in favor of the rezoning but has not physically signed the application. She said that the most significant difference between R-1 and R-2 is the front yard setback. She said that R-1 has a setback of 35 feet while the R-2 district has a 25 foot setback.
Ash opened the public hearing.
Allen Green said that he bought the subdivision after it had already been started by another developer so he inherited the drainage issue. He said that there is a drainage swale that extends along the back of some of the properties which causes the usable area of the lots to be limited. He said that in order to accommodate the swales it would be beneficial to be rezoned to R-2 so the homes built on the lots can be moved further to the front of the lots. He commented that almost all subdivisions in Bowling Green are zoned R-2.
Green said that the future houses built next to Inlot 7495 will be constructed in a fashion that will block the extra 10 feet and it will give them more of a backyard.
Don Corely, WSOS Community Action, owner of 4 lots, said that it will be beneficial to allow for more of a backyard in the subdivision for potential buyers who want more usable property.
Ash closed the public hearing.
Greg Robinette asked what the impact will be for current homeowners.
Matt Reger, Assistant City Attorney, said that the owner of Inlot 7495 verbally said he plans to sign the application.
Roudebush moved, Gaskins seconded, that the rezoning request be recommended to City Council as submitted. Motion carried unanimously.
REZONING REQUEST
For Bentwood Subdivision from R-2, Single-Family residential to R-3, Multiple-Family residential.
The Planning Commission set this item for public hearing at the May 5, 2010 meeting.
PUBLIC CONSTRUCTION
2010 Paving Program, Paving, widening, street alignment, traffic signals, addition of center two-way left turn lane, and waterline replacement on N. Main Street, from Dill Avenue to Newton Road, Paving and related upgrades on North Main Street from Clay Street to Dill Avenue, Paving and related upgrades on East Wooster from Prospect to the railroad tracks, and Water main extension on East Gypsy Lane from Campbell Hill Road to Dunbridge Road.
The Planning Commission voted and unanimously approved each project.
REPORT
Representative to the Zoning Board of Appeals.
Sayler stated that Adler has resigned from the Planning Commission so they will need another representative for the Zoning Board of Appeals. The Planning Commission unanimously appointed Julie Burton to be the representative for the Zoning Board of Appeals for the next two months.
She reported that there was one request to the Board in March. She said that it was for 4 unrelated persons to remain at a single-family dwelling until their lease expired and it was denied.
