August PC 2010 Minutes

Planning Commission Minutes –August 4, 2010       Page 1

The Planning Commission met on the above date at 7:30 p.m. in the Administrative Services Building, 304 North Church Street, Bowling Green, Ohio.

 

Members Present:   Ferrell, Burton, Ash, Robinette, Holley and Gaskins

                                      

Members Absent:   Arnold, Michel and Hess

MINUTES

The minutes of the July 7, 2010 meeting were approved as submitted.

 

LOBBY VISITATION 

Loren Phillips, 324 South Grove Street, said that he is speaking on behalf of the Wood County Amateur Radio Club (ARC).  He said there are approximately 50 members of the ARC within the city limits of Bowling Green.  He said that the club serves the community during severe weather and that Brad Gilbert from the Wood County Emergency Management Agency supports the club. 

 

He said that is bringing to the attention of the Commission that there are no regulations presently for radio and television towers in residential districts; only commercial.  He said he would be willing to assist the Planning Department in drafting regulations. 

 

Robinette thanked Phillips for his comments.

 

Phillips said he doesn’t expect response tonight but he believes there needs to be legislation written allowing radio towers in residential districts.

 

The Planning Commission requested this subject be placed on the September agenda as a discussion item.

 

PUBLIC HEARINGS

S-District Site Plan for a new building and parking at Heritage Corner Health Care Campus, 1069 Klotz Road.

 

Heather  Sayler, Planning Director, said that the Planning Department received a complete S-District Site Plan and all procedural requirements have been met.  She said that the Plan has been reviewed and approved by the appropriate staff. 

 

Robinette opened the Public Hearing.

 

Troy Sonner, dba Poggemeyer Design Group, representing Mark and Debra Manley,  

presented the Commission with the Plan that showed the existing layout and the proposed buildings and parking that will be constructed in phases.  He said that the proposed 33,900 square foot building will include a 38 bed nursing home, several physician’s offices, exam rooms and therapy facilities.  He said the medical/therapy portion will be

built first and the nursing home section will be built in the spring.  He said they are going to use the existing driveway and expand the parking to the rear.  

 

Hearing no questions or comments, Robinette closed the Public Hearing. 

 

Gaskins moved, Burton seconded that this S-District Site Plan be recommended to City Council.  Motion carried unanimously.

 

Ordinance Revision adding Recreational-Conservation Zoning District; includes revisions to Sections 150.10, 150.16, 150.32, and 150.66.

 

Heather Sayler, Planning Director, briefly reviewed with the Commission the proposed Ordinance Revisions.

 

Robinette asked what the reasoning is behind having a maximum of 4 floors in the bulk and density section.   

 

Grigore said there is nothing specific in mind; the wording was pulled from the Institutional zoning district language.

 

Robinette questioned the wording in the Conditional Uses Section regarding the burying of utilities.  He said that he would like to know who the governing authority would be in deciding whether they are buried or not. 

 

Reger said the typical language used is “the Municipal Administrator or his designee.” 

 

The Commission members acknowledged this and agreed with that language. 

 

Robinette suggested that language added also to the Prohibited Uses Section under (1)(E) as well.

 

Robinette opened the Public Hearing. 

 

Kristin Vessey, 1470 Sand Ridge Road, current President of the Park and Recreation Foundation, said she would like to speak in favor of the ordinance revisions. 

 

She said the Foundation has considered ideas such as conservation easements but they believe that the new zoning classification would secure and safeguard park property

 

She said the idea of having a nature preserve inside city limits rare and is valuable and needs to be permanent so she strongly uses the Commission to pass this newly created zoning district.

Matt Reger suggested that the Planning Commission table the item so the ordinance wording can be made clearer based on the changes the Commission has requested.

 

The proposed changes are:   150.32 (B)(2) the words “such as” being changed to

                                              “including but not limited to”

                                              150.32(C)(4) the words “whenever possible” to “unless

                                              permitted by the Municipal Administrator or designee”

                                              150.32(D)(5) adding the words “or any other governing

                                              authority, if applicable” after the words “Parks and

                                              Recreation Board”

                                              150.32(E)(1) adding the words “or any other governing

                                              authority, if applicable” after the words “Parks and

                                              Recreation Director”

 

Hearing no other comments, Robinette closed the Public Hearing. 

 

Ash moved, Holley seconded that this item be tabled to the September 1, 2010 meeting.  Motion carried unanimously. 

 

REPORT

Representative to the Zoning Board of Appeals.

Burton said there were two items on the July agenda and both were approved.

 

ADJOURNMENT
