June PC Minutes

PLANNING COMMISSION MINUTES   June 3, 2009______________________Page 1

The Planning Commission met on the above date at 7:30 p.m. in the Administrative Services Building, 304 North Church Street, Bowling Green, Ohio.  Commission Chair Galen Ash noted that Kay Scherreik attended at this evening’s meeting to take the minutes.

 

Members Present:  Ash, Roudebush, Adler, Michel, Burton, and Robinette

 

Members Absent:  Gaskins, Arnold, and Ferrell

 

Mayor John Quinn introduced and welcomed new Commission members Mike Adler and Richard Michel.

 

Robinette nominated Galen Ash as chair of the Planning Commission.  Roudebush seconded the nomination.  Robinette moved, Adler seconded to close nominations. Motion carried unanimously.

 

Ash nominated Robinette as Vice-Chair of the Planning Commission.  Roudebush seconded the nomination.  Ash moved, Burton seconded, to close nominations.  Motion carried unanimously.

 

Robinette moved, Roudebush seconded, to appoint Adler as the Planning Commission’s representative to the Zoning Board of Appeals. Roudebush moved, Robinette seconded to close nominations.    Motion carried unanimously.

 

 

MINUTES

Roudebush moved, Burton seconded, to approve the minutes as distributed.  On unanimous voice vote, Ash declared motion carried.

 

 

LOBBY VISITATION

None.

 

PUBLIC HEARING

S-District Site Plan for four rooming houses on the north side of Fourth Street at the intersection of South College Drive.  Kelen Properties, petitioner.

 

Planning Director Rick Ketzenbarger reported that the Commission’s role in the           S-District Site Plan process is to approve the plan if the plan is a fully compliant plan.  In this particular instance, the process is a two step process because the plan will first need approval of a requested waiver on the front yard setback prior to approval of the plan itself.  The Commission also has the option of tabling the plan pending a fully compliant plan without waivers.  Ketzenbarger noted that the burden is on the developer to prove to the Commission why the waiver should be granted.  Ketzenbarger gave a

history of the property and noted that a rooming house is a single dwelling unit that houses more than 3 unrelated people.  Ketzenbarger also noted that other than the requested waiver, the site plan is fully compliant.

 

Greg Bockrath (project engineer), Bockrath & Associates, reported that in order to utilize the highpoint of the property and to avoid bedrock, the structures were moved closer to the south which encroached into the front yard setback.  Bockrath stated that by placing the structures closer to Fourth Street it improved accessibility to the sewer line and improved the aesthetics of the property by a more even distribution of the green space. 

 

Tony Wulff, developer, indicated that these rooming houses are going to be more like single family structures and it is his desire to closely match the surrounding homes.  He indicated that the waiver will allow the placement of the homes similar to those existing homes in the neighborhood.

 

Adler asked what the planned occupancy of each house was.  Wulff responded that the maximum occupancy target would be six individuals. 

 

Ash closed the public hearing.

 

Robinette moved, Roudebush seconded, to allow the waiver for the front yard setback as requested by the petitioner.  Motion defeated unanimously.

 

The owner requested that the matter be tabled pending changes being made to the plan.

 

Adler moved, Robinette seconded, to table the site plan.  Motion carried unanimously.

 

REZONING

Approximately 0.100 acre behind 507 Harvest Lane from M-1 Light Industrial to R-2 Single-Family Residential, Joanne Navin, petitioner.

Scheduled a public hearing for the July 1 Planning Commission meeting.

REPORT

Representative to the Zoning Board of Appeals

Requests for two variances were heard.  One requested by a dental clinic on West Wooster for reduced amount of parking was tabled and one requested by a daycare center on S. Maple Street for reduced amount of required parking was approved.

 

Roudebush moved, Robinette seconded, to adjourn the meeting at 8:03 p.m.  Motion carried unanimously.
