PLANNING COMMISSION MINUTES July 1, 2009______________________Page 1
The Planning Commission met on the above date at 7:30 p.m. in the Administrative Services Building, 304 North Church Street, Bowling Green, Ohio. Commission Chair Galen Ash noted that Kay Scherreik attended at this evening’s meeting to take the minutes.
Members Present: Ash, Roudebush, Adler, Michel, Burton, Gaskins, Arnold, Ferrell and Robinette.
Members Absent: None.
MINUTES
The minutes of the June 3, 2009 meeting were approved as submitted.
LOBBY VISITATION
Rick Ketzenbarger, Planning Director, said that if any of the Members would like to receive their agendas electronically instead of through the postal service that would be beneficial in helping the City save money on postage.
PUBLIC HEARINGS
S-District Site Plan for four rooming houses on the north side of Fourth Street at the intersection of South College Drive. Kelen Properties, petitioner.
Roudebush moved, Robinette seconded, that this item be taken off the table. Motion carried unanimously.
Planning Director Rick Ketzenbarger stated that the S-District Site Plan is complete and the City Staff recommend approval.
Ash opened the public hearing. Hearing no comments, Ash closed the public hearing.
Burton moved, Robinette seconded, to recommend the S-District Site Plan to City Council. Motion carried unanimously.
Rezoning of approximately 0.100 acre behind 507 Harvest Lane from M-1 Light Industrial to R-2 Single-Family Residential, Joanne Navin, petitioner.
Ketzenbarger said that the owners want to convey parts of the parcels to an adjacent owner for use with their single-family residence, which will result in a bigger lot. He said that the parts of the parcels that would be split would not be allowed to be sold separately and it will be noted on the deed.
Ash opened the public hearing. Hearing no comments, Ash closed the public hearing.
Roudebush moved, Arnold seconded, that this rezoning request be recommended to City Council. Motion carried unanimously.

Electronic Message Boards
Heather Sayler, Senior Planner, said that the Outdoor Advertising Commission met and agreed that the interval between scrolling messages should be changed from 15 minutes to 10 seconds.
Ash opened the public hearing. Hearing no comments, Ash closed the public hearing.
Adler moved, Roudebush seconded, that the ordinance revision be recommended to City Council.
Requirement of financial guarantee for work in public right-of-way
Ketzenbarger said that it has been a long standing practice that the City requires a financial guarantee for work in the public right-of-way and it should be codified into City ordinances.
Ash opened the public hearing. Hearing no comments, Ash closed the public hearing.
Robinette moved, Roudebush seconded, that the ordinance revision be recommended to City Council. Motion carried unanimously.
SUBDIVISIONS
Preliminary Plan Extension for Bentwood Subdivision.
Roudebush moved, Ferrell seconded, that this Preliminary Plan Extension be approved. Motion carried unanimously.
Preliminary Plan Extension for Newton Landing Subdivision.
Roudebush moved, Burton seconded, that this Preliminary Plan Extension be approved. Motion carried unanimously.
ORDINANCE REVISIONS
Regarding increasing fee for S-District Site Plan requests.
The Planning Commission set this item for public hearing at its August 5, 2009 meeting.
To Sections 150.03 & 150.33 concerning Agricultural Animals.

REPORT
Representative to the Zoning Board of Appeals
Requests for three variances were heard. One requested by a dental clinic on West Wooster for reduced amount of parking was tabled, one requested by an addition encroachment was approved, and one for a reduced number of required parking spaces was approved.
The meeting was adjourned at 7:51 p.m.
