Planning Commission Minutes – January 7, 2009
The Planning Commission met on the above date at 7:30 p.m. in the Administrative Services Building, 304 North Church Street, Bowling Green, Ohio.
Members Present: Leck, Barber, Burton, Ash, Robinette, Gaskins, Ferrell and Roudebush
Members Absent: Arnold
MINUTES
The minutes of the December 3, 2008 meeting were approved with the following corrections:
Page 2, Paragraph 3: “……landlords and rentals businesses……”
Page 4, Paragraph 5: “Michelle Remeis……..said that she…….”
Page 5, Paragraph 9: “……property to register such properties…..”
Page 12, Paragraph 7: “He said that he cannot support this document….”
Robinette’s comments taken from his notes will be added to the minutes verbatim.
LOBBY VISITATION None.
PUBLIC HEARINGS
Annexation for 13982 and 14750 Mitchell Road from Plain Township. State of Ohio, the Department of Transportation, petitioner.
Rick Ketzenbarger, Planning Director, said the petitioner wants to be connected to the city’s sanitary sewer and since the property is contiguous with incorporated properties it is required that they annex.
Ash opened the public hearing. Hearing no questions or comments, Ash closed the public hearing.
Roudebush moved, Barber seconded that the Annexation be recommended to City Council. Motion carried unanimously.
Ordinance Revision Concerning Fees.
Heather Sayler, Senior Planner, told the Commission which fees would be raised. She said the packet she submitted shows the reasoning behind each change and includes a comparison sheet that tells what the surrounding communities charge for each.
She commented that even with the raised fees, the City of Bowling Green is still considered to have some of the lowest fees as compared to other communities.
Ash opened the public hearing. Hearing no questions or comments, Ash closed the public hearing.
Barber commented that he is prepared to vote for this revision but he said that he believes that the fees are being raised mostly to cover personnel costs that cover work that should be considered part of the job. He said that he understands that the fee changes will help the general fund but he felt that the purpose should be acknowledged for raising the fees.
Gaskins moved, Roudebush seconded that the ordinance revision concerning fees be recommended to City Council. Motion carried unanimously.
INTERIM ZONING
For 13982 and 14750 Mitchell Road.
Ketzenbarger said that R-2, Single-Family, Residential is the district that closely matches the current zoning for this property in the township. He said that the Planning Commission can either recommend R-2 to City Council or I-1, Institutional which most closely matches the actual use of the property.
Barber moved, Roudebush seconded, to recommend to City Council the interim zoning of I-1, Institutional. Motion carried unanimously.
ANNEXATION
Of properties on the south side of East Gypsy Lane from Center Township. Gerken, Perkins, Klotz, Nicholson, Cheetwood, Baty, Parsons & Frank, petitioners.
The Commission set this item for public hearing at the February 4, 2009 meeting.
DETACHMENT
Of approximately 20.5248 acres on Haskins Road. Northwestern Ohio Tractor Pullers Association, petitioner.
Ketzenbarger said that the petitioner will be submitting a new legal description that will remove the right-of-way from the detachment. He said that will be beneficial to the City so there is a continuous corporation line.
Robinette asked for an explanation of why the City would support this detachment.
Ketzenbarger said the petitioner’s planned use of the property would be more restricted under the city zoning regulations, rather than Plain Township. He said for an example, to continue camping during the Wood County Fair and the Tractor Pull the petitioners would be required to pave, making it cost prohibitive for the short time the property is used every year.
The Commission set this item for public hearing at the February 4, 2009 meeting.
SUBDIVISIONS
Preliminary Extension for the Villages at Middleton Trace.
Ketzenbarger said the City Staff supports the extension.
Roudebush moved, Gaskins seconded that the preliminary extension be approved.
Motion carried unanimously.
Record Plat for Wood Lane Plat II
Ketzenbarger said that the Plat is in order for approval.
Barber moved, Leck seconded that the Record Plat be approved. Motion carried unanimously.
REPORT
Representative to the Zoning Board of Appeals.
No Report.
Robinette said that he is currently the Commission’s representative to the Community Reinvestment Area Housing Council. He said that the schedule for the upcoming year was recently distributed and he needs to submit his resignation due to schedule conflicts. He said that another Planning Commission Member will need to be appointed.
Roudebush offered to serve if nobody else can fill the position.
Ash appointed Roudebush.
