Planning Commission Minutes – August 5, 2009              Page 1

The Planning Commission met on the above date at 7:30 p.m. in the Administrative Services Building, 304 North Church Street, Bowling Green, Ohio.

 

Members Present:  Burton, Ash, Robinette, Gaskins, and Michel.

Members Absent:  Roudebush, Arnold, Ferrell, and Adler

 

MINUTES   The minutes of the July 1, 2009 meeting were approved as submitted.

 

LOBBY VISITATION   None.

 

PUBLIC HEARINGS

Ordinance revision to Section 150.34(D) concerning increasing the fee for S-District Site Plan requests.

 

Rick Ketzenbarger, Planning Director, said that in reviewing the fees lately this item was overlooked.  He said that the fee as it stands doesn’t come anywhere close to covering the expenses incurred by the City.  He said that it was decided to make the change to be more parallel with the fee for a record plat since the staff’s time spent and cost is similar.

 

Ash opened the public hearing and hearing no questions/comments Ash closed the public hearing. 

 

Gaskins moved, Robinette seconded, that this ordinance revision be recommended to City Council.  Motion carried unanimously.

 

Ordinance revision to Sections 150.03 & 150.33 concerning Agricultural Animals.

Ketzenbarger said that the City Attorney has given an opinion that agricultural animals can only be kept in agricultural districts.  He said this issue generally comes to the surface at least twice a year when a farm type animal shows up in a residential district.  He said this revision will now make it codified into City ordinances.    

 

Ash opened the public hearing.

 

Mayor Quinn asked if there are any agricultural properties in the City where people actually have agricultural animals.

 

Ketzenbarger said that there are a few.  He said that among them are properties on   Mitchell Road and Klotz Road.

 

Ash closed the public hearing.

 

Robinette moved, Burton seconded, that this ordinance revision be recommended to City Council.  Motion carried unanimously.

ORDINANCE REVISIONS

To Sections 150.03 and 150.17 regarding Rain Gardens.

 

Ketzenbarger said that the Utilities Department is encouraging people to take their sump pumps out of sanitary sewer systems and instead into a rain garden or take care of it in another similar fashion.

 

The Planning Commission set this item for public hearing at the September 2, 2009 meeting.

 

To Sections 150.07(D), 151.27(L)(3), and 151.28(F) regarding storm water management.

 

Ketzenbarger said that this revision deals with how drainage is handled per the recent changes within the EPA regulations.  He said this will guarantee that storm water issues will be managed before zoning certificates can be approved.


The Planning Commission set this item for public hearing at the September 2, 2009 meeting.

Representative to the Zoning Board of Appeals.

There were three requests and all three were approved.
